Development of an Evaluation System for See Change – the National Stigma Reduction Partnership
See Change are seeking to appoint consultants to develop an evaluation system of See Change.
See Change is a project of Shine – Supporting People Affected by Mental Ill Health. Shine aim to empower people with mental ill health and their families through support, information and education. They also advocate for social change, promoting and defending the right of all those affected by mental ill health to equal rights and quality services.
The overall goal of See Change is to reduce mental health stigma across all society in Ireland.
See Change commenced in 2010 as a project to engage as a grass roots movement based on social impact theory.
SPECIFICATION OF REQUIREMENTS
The evaluation system must provide robust evidence of See Change service impact and a comprehensive report with suggestions and methodologies for continuous evaluation within the project going forward. Lessons from the evaluation should enable See Change to inform future programme design, delivery and continuous evaluation process.
Applicants should suggest a suitable methodology for qualitative and quantitative analysis of the project, along with internal continuous evaluation process. The final output should be a report with an Executive Summary that is suitable for public dissemination. Suggested deliverables also welcome.
Consultation with support staff, delivery personnel and key stakeholders is required.

EVALUATION CRITERIA
A tender assessment panel will examine all tenders received. The panel will have to be satisfied that the method and programme of work meet the requirements and are cost effective.
Previous experience and evidence of the relevant skills in order to carry out the work are required.
Short listing will apply and in the case of similar tenders you may be asked to attend an interview.
